Grays Harbor County’s planning framework establishes the long-term vision and policies that guide growth, development, and resource protection in unincorporated areas of the County (outside incorporated cities and towns). These plans support coordinated decision-making for land use, infrastructure, environmental protection, and community development.
The Comprehensive Plan defines the County’s long-term goals and policies for growth and development. It guides decision-making related to land use, transportation, utilities, housing, recreation, and public facilities, and forms the foundation for zoning and development regulations.

The Shoreline Master Program establishes policies and regulations for the use and protection of shoreline areas in accordance with the Shoreline Management Act. Its purpose is to promote public health, safety, and welfare while balancing environmental protection with shoreline use.
The County’s most recent SMP periodic review was approved by the Washington State Department of Ecology and became effective on November 7, 2023.
The Estuary Management Plan provides guidance for the protection, restoration, and use of estuarine areas - where freshwater and saltwater meet. In Washington State, these plans support water quality, habitat conservation, and responsible shoreline development, and are aligned with the Shoreline Management Act and local planning efforts.
